Lowering out-of-state tuition at Youngstown State University was one of the main points President David Sweet emphasized during his "State of the University, 2008" address late Monday morning.

About 480 campus community members gathered in Kilcawley Center's Chestnut Room to hear about YSU's and goals for the coming year, including the next steps of developing a community college.
